With reference to previous correspondence on
the subject of the erection of Barracks at Hong Kong and the arrangement that two thirds of the cost of certain Barrack Services were to be borne by the War
Department and one third by the Colony, I am directed
by the Secretary of State for War to observe that, as
the Secretary of State for the Colonies is already aware,
it was originally settled that the execution of the services in question was to be spread over a period of
ten years in order that the cost might not press unduly
on the Colony.

In a letter recently received from the General
Officer Commanding Hong Kong, he has pointed out the
inconveniences attendant on this arrangement, as it in-
volves the postponement of certain necessary services
which might be completed in a much shorter period.

definite services being undertaken and paid for by the
Colony, the War Department should execute the whole of
the services, and the Colony pay a fixed sum annually
